What causes this issue?

The application specifies that the resubmission can only start after a
specific date.
Please note that the date of the first resubmission may not be the same
as the entry in the field <LS>Start of resubmission</>.
Possible reasons for this are:
You have defined a lead time.
The Office user contains an entry specifying that the resubmission can
only take place on workdays. However, the start date is a holiday.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
