For the system to be able to determine the correct signature time and
copy it to the signed document, the system time zone must have been set
up in Customizing of your SAP System. This setting is missing in your
system and you cannot execute the signature.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Go to Customizing and make the corresponding time zone settings in
<LS>General Settings</> -> <LS>Time Zones</>.
