What causes this issue?

You want to maintain or display a chapter for a structure entry with
the class "TITL". This chapter class is only used as a title for other
subchapters. Text cannot be entered.

System Response

You cannot display or maintain any text.

How to fix this error?

If you want to create a chapter containing text, change the chapter
class to "CHAP".
