    The SAP developer responsible has forbidden checked activation of data
    for the customizing object &V1& by BC Sets.
    "Checked activation" means that when you import the data (BC Set
    activation), the same checks are performed on the data records as are
    made when you maintain the data in dialog (in the IMG or SM30/SM34).
