What causes this issue?

The system could not delete any legal holds in the SLCM_LH_BOR table.
Given the status of the case ("Cancelled" or "Closed"), all the legal
holds should be deleted from this case. This is not an error message if
the case no longer contains BOR objects. If it still contains BOR
objects, an error occurred during deletion.
