What causes this issue?

Contingent beneficiaries are only relevant in the case that all the
primary beneficiaries have passed away. Associating only contingent
beneficiaries to a retirement plan without having at least one primary
beneficiary has, therefore, little meaning.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Either enter at least one primary beneficiary in the table, or remove
all the contingent beneficiaries.
