What causes this issue?

The program SAPMSSY8 runs every five minutes on every monitored
instance, starts the local method dispatcher (that in turn starts
methods that run in dialog) and ensures that the properties and methods
in shared memory and in the database are reconciled.
CCMS uses this version number as an indicator of necessary changes. If
a new properties variant SAP_DEFAULT must be created due to a changed
Data Supplier, CCMS changes the version number in teh coding of
SAPMSSY8. SAPMSSY8 compares the contents of this node with its own
version number and, if they are different, creates a new properties
variant SAP_DEFAULT.
