What causes this issue?

The following reference activities are used from the HR commitment to
generate earmarked funds documents:
HRRES Funds reservation
HRPRE Funds precommitment
HRCOM Funds commitment
HRBLK Funds blocks

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

The first three are relevant for Cash Management. Funds blocks are not
updated in Cash Management.
