change status if none of the preceding change statuses still has status
<LS>In process</> or <LS>Rejected</>.
There are, however, change statuses for this recipe whose processing
has not yet been closed. The system does not execute the function.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
