What causes this issue?

The material-only assignment is missing for the existing inspection
plan. However at inspection lot creation, a material-only assignment is
needed to find the inspection plan. Material-only means that no other
objects should be assigned to the inspection plan.

How can this happen?

In the inspection plan, you have made the following entries in the table
for the material-task list assignment:
Material number/plant/pharmacopoeia
Material number/plant/country
Material number/plant/customer

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

At inspection lot creation, the system cannot find an inspection plan
since there is no <ZH>material-only</> material-task list assignment
In the inspection plan, you have made the following entries in the table
for the material-task list assignment:
Material number/plant
Material number/plant/country
Material number/plant/customer
At inspection lot creation, the inspection plan is found since you have
made the <ZH>material-only</> material-task list assignment.
