  • What causes this issue?

Action point &V1& at &V2& and action point &V3& at &V4& are at exactly
the same position in the line structure. Due to the hierarchic
structure of a line structure, you can define action points for
different factory layout objects, which actually correspond to the same
position in the physical line structure.
Example: A line structure consists of a line node, L_1, which is
further divided in the hierarchy into the line segment nodes LA_1 to
LA_5. The line segment nodes LA_1 to LA_5 are arranged in sequence one
after the other, LA_1 being the first line segment node, and LA_5 the
    last.
You could specify an action point at the start of the line node L_1,
and also at the start of the line segment node LA_1. However, these two
positions correspond to same place on the production line. The start of
line node L_1 represents the start of the physical production line. The
start of the line segment node LA_1 also represents the start of the
    physical production line.
Two different action points are not allowed that share the same
    position within a line structure.
