What causes this issue?

You have tried to assign a personnel number to an archiving group.
However, this personnel number's country assignment is different from
the archiving group's country assignment.
The conditions that regulate data archiving differ from country to
country. Therefore, you can only archive personnel numbers together if
they have the same country assignment. This country assignment must be
the same as the archiving group's country assignment.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Create a separate archiving group for each country.
