What causes this issue?

A designated personnel action should be run for a personnel number.
This action contains an organizational reassignment for the relevant
person. On checking the data before starting the dialog to carry out
the action, you realize that the organizational assignment data has
already been activated. Either the data was activated outside of the
current transfer process, or more than one person from the same
organizational branch has been transferred during this process, and the
action has already been carried out for one or more persons.

System Response

The system nevertheless displays the action dialog.

How to fix this error?

The action dialog is displayed so that despite the person's successful
organizational reassignment, which does not require maintenance of the
organizational structure, an action is created in the system for this
personnel number. Please check which organizational assignment the
personnel number in question should have, and compare this with those
available.
