    Deleting the standard hierarchy is only allowed if it does not yet
    contain any individual values, that is, if the standard hierarchy is
    empty.

    If you want to change the standard hierarchy, you have to use the
    corresponding maintenance transaction of the respective application.
    Only empty standard hierarchies can be deleted.
