What causes this issue?

You want to export a standard hierarchy or import a sequential dataset
previously created which can consist of a standard hierarchy. There are
standard hierarchies for cost centers, profit centers and business
processes. Consider the following notes:
During an export, the standard hierarchy is reduced to its elements and
a sequential dataset is created from them. Although the individual
values from the end nodes of the hierarchy are also exported, the
master records that correspond to these individual values are not (!).
When importing the created sequential dataset into another client or
another system, existing data with the same name is overwritten there.
To preserve the consistency of standard hierarchy and master data, the
master data and standard hierarchy should always be transported
together. You have to use other tools (client copy, transporting) for
the master data transport.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If the exported standard hierarchy is not yet available in the target
system, only the transport of the respective master data must be
considered. Otherwise, the following procedure is recommended:
Check whether the master data is also transported or whether the
identical data already exists for the controlling area in the source
and target system.
Use the export function to create a separate sequential dataset for the
standard hierarchy in the target system (as backup copy). If this was
successful:
Export the standard hierarchy from the source system.
Import the standard hierarchy exported from the source system into the
target system.
In the target system, check whether the standard hierarchy is still
correct. To do this, you can use the following functions:
Test standard hierarchy master data
Check unambiguity
Check completeness.
If there is an inconsistency in the standard hierarchy, you have to
decide whether to re-import the backup copy or correct this
inconsistency another way, for example, by means of the Adjust standard
hierarchy master data function. In the last mentioned case, you should
