    Model allocation rules are used to generate allocation rules on the
    basis of allocation categories. They are used to help you group
    together plants and contain certain control data for the allocation
    rules to be generated.
    They also contain the value of the quota for the plants in a category.
    This value is of the "ratio" quota category. If you want to define
    fixed quantities for plants in an allocation rule, use a standard
    allocation rule for the plant group or generate an allocation rule
    using the plant quotas.
