What causes this issue?

The updating of one or more information structures is to be set or has
already been set to V3 posting. Information structure &V2& belongs to
application &V1&.
Open V3 posting entries exist at the time of the change. This can only
be carried out if no open V3 posting entries exist for the V3 function
modules of application &V1&. There is also the danger that open posting
entires are not posted at all (change from V3 posting) or are posted
twice (change to V3 posting) in the information structure &V2& that is
affected by the change.
A change from or to V3 updating should only be carried out in a period
in which no posting is taking place after V3 posting has been carried
out (collective run). This also applies for the transport (import and
method excecution) of a change like this.
