What causes this issue?

You want to delete all the cost elements in CO for the corresponding
G/L accounts in company code &V1&. This is not possible because:
no controlling area is assigned to the company code (the system cannot
determine in which controlling area the cost elements are to be deleted)
and
there are &V2& cost element A-segments for the accounts to be deleted
in CO.

How to fix this error?

Analyze the cost elements in CO using the system tools or ABAP/4.
Determine the &V2& cost element A-segments and the corresponding
B-segments. The B-segments tell you in which controlling areas the
affected primary cost elements are used.
Assign the company code to the controlling area and then reset the
G/L accounts, provided this has not already been done during the
production run.
