is not possible.
You have two options.
Complete the basic data in controlling area &V1&.
Do not mark any objects dependent on the chart of accounts, or ensure
that the following preconditions are fufilled:

Do not mark any objects dependent on the controlling area.
Enter a valid chart of accounts.
