What causes this issue?

Cost center &v1& in controlling area &v2& has already been created and
has been found on the database.
Cost centers can only be created for a single time interval using BAPI
callup, and they may not already exist on the database.

System Response

The system deactivates the current entry in the list of cost centers to
be created. The cost center is therefore not created.

How to fix this error?

If you want to create additional time intervals for cost centers, use
the standard transactions for cost centers.
