What causes this issue?

The XPRA which converts the field groups for assessment/distribution
in Profit Center Accounting and Special Purposes Ledgers was started.
During the upgrade to Release 3.0d, the field groups in the old cycles
(HSL, KSL etc.) are converted to HSL-0, HSL-1 etc.
This is done using program RGXALL01.
