What causes this issue?

No summarization data exists yet for this combination of
characteristic values.
The definition of this report is such that it cannot be executed if no
summarization data exists yet for the selected combination of
characteristic values. This setting was made either by default or via
the menu option "Details -> Summarization data".
The setting in the report definition reads: "Reaction if no
summarization data exists: Error message".

System Response

You cannot execute the report for these characteristic values.

How to fix this error?

If the report has just been created, then no summarization data exists
at all yet for this report. Have the report executed in the background
for the desired combination of characteristic values (option "Report
data" in CO-PA Customizing).
It is also possible that no summarization data exists yet for the
combination of characteristics simply because the combination you chose
was included when the summarization data for the report was created.
If this is the case, the combination needs to be maintained in the
variable group used, and then the report needs to be run in the
background using the menu option "Report data -> Print/Actualize".
