segment-level characteristic.

System Response

Consequently, the planning level in its current state and the
corresponding planning packages are inconsistent and cannot be
processed any further.

How to fix this error?

Delete the planning level as well as the objects dependent on it, and
then create new corresponding objects. Full consistency cannot be
achieved by postprocessing the old objects and this would take an
unacceptable amount of time anyway.
