What causes this issue?

You cannot delete a distribution rule which has already been used to
carry out a settlement.

System Response

No deletion.

How to fix this error?

You can reset the "Valid to" date back to the date of the last
settlement and enter a new rule for the period after it. If you then
cancel the last settlement, the date of the last settlement is reset as
appropriate.
