What causes this issue?

Using the Customizing table <LS>Item category proposal for component
assignment</>, the system determines an <DS:GLOS.item_category>item
category</>. The item category, which you have assigned to the
<DS:GLOS.material_type>material type</> of the
<DS:GLOS.material>material</> chosen by you, is not an item category of
a stock material.
However, this is a prerequisite for a material to be refurbished.
