chosen a <DS:GLOS.maintenance_strategy>maintenance strategy</> instead
of a cycle set.
When creating a multiple counter plan, you can only use cycle sets
created specially for multiple counter plans. These are not full
maintenance strategies, they are only used for multiple counter plans
as a copy model for <DS:GLOS.maintenance_cycle>maintenance cycles</>.

System Response

The system cannot create a <DS:GLOS.maintenance_plan>maintenance
plan</>.
