    After you call ICL_RAISE_EVENT, GS_ACTUAL-DSTSUBCL must be set.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    Ensure that DSTSUBCLAIM in the structure ICL_ACTUAL is filled, if
    ICL_RAISE_EVENT is called.
    The following values are permitted.
    "000" for claim header
    "X" for cross-subclaim
    a valid subclaim number for the relevant subclaim
