What causes this issue?

The employer tax number (AGSTNR) of the inbound ELStAM notification does
not match the AGSTNR that is stored for the employee's company office
for employment tax in Customizing. During the check, on the date in the
"ValidFrom" field, the employee's current AGSTNR is compared with the
AGSTNR in the ELStAM notification.

System Response

The ELStAM data record is not processed and the infotype data is not
updated.

How to fix this error?

Among others, the following situations can result in this error message:
(1) The AGSTNR changed and the clearing house (CL) returned the
responses with the new AGSTNR. Check the tax number in table V_5D0P_B.
If an old employer tax number is stored there, update the table entry
and use the report 'ELStAM Procedure: Update Master Data Using ELStAM
Procedure' (RPCE2VD0_IN) to import the data again.
(2) In a month list ELStAM notifications with a "ValidFrom" date are
returned for which the employee is already assigned a different AGSTNR
due to an organizational reassignment. For example, because the CL
processed the deregistration/registration only after the month lists had
been created. In this case you can set the ELStAM notification that is
not to be processed to the status "Processed Manually". You then receive
the valid ELStAM features once again with the response to the
registration.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
