What causes this issue?

The system has tried to generate more than 36 temporary subroutine
pools. This is currently not possible in ABAP.
This problem is caused because, due to different structure results,
generic reading of payroll results takes place using temporarily
generated ABAP programs. An individual routine must be created for each
cluster, in other words, each country.

How to fix this error?

Restrict the selection so that fewer countries are involved in each
program run.
