What causes this issue?

The employee is labour disabled or functional limited but no reason is
specified. There are two possible causes for this:
The SAP system cannot detect all possible reasons automatically. In this
case, it was not possible to determine the correct reason. Reasons not
supported by the system are:
in case of <= 35% labour disability in combination with unemployment
after the end of the waiting period
the employee has a declaration of labour disablility of the CWI or the
municipality
the employee is eligible for a provision for retaining or improving the
labour-suitability.
Some infotype data is not maintained correctly for this employee.

System Response

The form is printed, but the flag for the reason of the labour
disability or functional limitation is missing.

How to fix this error?

If no automatic determination is possible, you should mark the checkbox
on the form for the reason manually. This occurs for the reasons
mentioned under a, b and c.
Otherwise, you should check the value of the following fields:
<ZK>Income Indicator</> (<DS:DE.INKKD>INKKD</>) of infotype <ZK>Fiscal
Data</> (0060)
<ZK>Work Relationship Type Code</> (<DS:DE.P05_CAARD>CAARD</>) of
