    For the personnel assignment and reporting area for the sickness
    certificate that is being uploaded, you do not have sufficient
    authorizations in the reporting area to create the sickness certificate
    and upload an XML attachment to it. The system skipped the file.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    -> Display Authorization Check</>.
