What causes this issue?

The activation on the host side has not been completed sucessfully for
the selected host personnel number. This is a prerequiste for the home
activation as the host activation creates the necessary data for the
home activation like the home subtype of infotype <ZK>Assignment Status
</> (<ZH>0715</>).

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Run the host activation with the host assignment before the home
activation.
