What causes this issue?

Budget structure element &v1& could not be locked for calling the
Excel-communication because it is already locked by user &v2&.
When calling the Excel-communication, the budget structure element is
locked on which the infotype excel communication (1517) is maintained in
the system. This is necessary in order to prevent more than one user
working in the same budget structure that is assigned to the same Excel
file and overwriting changes simultaneously.
As this does not exist when creating a budget structure element and can
therefore not be locked, in this case a lock is set on the budget
structure element above. A further reason for an error is that a budget
structure element is created directly underneath the budget structure
element on which the infotype Excel-communication (1517) is defined.

System Response

The Excel-communication cannot be started, therefore the changes made in
HR FPM cannot be saved.

How to fix this error?

Wait until user &v2& has saved their changes in HR FPM and then execute
your changes again.
Make sure that the level on the budget structure, that is directly under
the budget structure element on which the Excel-communication is defined
is completely maintained before the Excel-communication is activated. If
necessary, create new budget structure elements of this level after the
budget carryforward but before activating the Excel-communication.
If this is not possible, you must deactivate the Excel-communication on
this level for a short time when creating a budget structure element.
When doing this, make sure that no Excel-relevant changes are made in
the area of HR FPM during this time to which the Excel-file is assigned.
