What causes this issue?

You want to copy activity types and activity-dependent planning at the
the same time. Activity-dependent data can only be processed once the
activity types have been updated.
To ensure this happens, the system blocks the activity types. This
block is removed once the update has been made. The system waits for
the block to be lifted.
The system does not wait indefinitely but waits no longer than the time
set for the 'ENQUEUE/DELAY_MAX' profile parameter. The default for this
parameter is 5 seconds. Usually 5 seconds is sufficient for processing,
however certain factors can delay update, such as high system usage.
This has occurred here.

How to fix this error?

Wait until activity type planning has been updated. You can monitor
this by selecting the menu functions Tools -> Administration. In certain
cases the data is not updated due to system errors. If this is the case,
you should contact your system manager. Once the activity types have
been updated, start copying the other planning transactions.
You can avoid this error by calling up the copy function twice:
the first time for activity types
the second time for other planning transactions
If the error occurs repeatedly, you may need to enlarge the
'ENQUEUE/DELAY_MAX' profile parameter. The processing can then take
longer without being terminated. Before you change the parameter,
contact your system manager.
