What causes this issue?

The distribution key is always set to manual distribution (0) if a
redistribution with the last distribution key would change the period
values.
For example, if the percentage distribution (3) were used, otherwise
the current annual value would be used as a new percentage, or if the
distribution were generated by adding two different distributions.
