    If a proportion increase has no explicit activity, the program attempts
    to automatically assign it to a first consolidation, which might exist,
    or to a step acquisition.
    If a proportion decrease has no explicit activity, the program attempts
    to automatically assign it to a total divestiture or a partial
    divestiture, which might exist.
