What causes this issue?

The attempt to read standard text &V1&, text ID &V2& in language &V3&
failed. Note that standard texts whose names begin with 'F_TR_CONF...'
are delivered as sample texts by SAP only in languages DE and EN.

How to fix this error?

If you want to create correspondence in a third language, you can use
the sample texts delivered with the system as a basis for creating
customer-specific text modules.
Procedure:
Copy the required template in language DE or EN from client '000'.
Go to the change mode for text (note text ID 'TBCO') and choose 'Save
as...'.
Enter a name in the customer namespace and the required language.
You can then change the text you have saved as you require.
You can call up transaction SO10 for processing standard texts
