What causes this issue?

Currently the entry cannot be removed from the archive index because
another user has assigned a long-term block to it. You can delete the
index only after this block becomes outdated or is removed.

The entry remains in the archive index.

Contact the user who set the block or your system administrator to have
one of them remove the block.
