    The XML file contains a listed substance from the delivered content that
    does not exist in the delivered content of the target system.

    The missed listed substance is not created and the program continues
    with the import.

    How to fix this error?

    Create the listed substance in the target system and add it to the
    imported regulatory list revision.
    When you import the same regulatory list revision once more, you have to
    execute these manual steps again. The reason is that this listed
    substance is created in the customer number range and has not the same
    ID than the listed substance in the XML file. A second import of the
    same regulatory list revision marks the created listed substance as "to
    be deleted".
