What causes this issue?

You have selected one of the following settings and you have already
created a device or a device info record:
Device and device info record permitted
Only devices permitted
Only device info records permitted
Only device info records permitted but the same serial number can be
given more than once
You cannot change this setting.
To ensure consistency in the database, it is only possible to change
the setting retrospectively under one condition (see example).

You chose the setting "Only devices permitted" and you have already
created a device
=> You can no longer change the setting.

System Response
