What causes this issue?

You want to create a marketing element. However, it is not possible for
one of the following reasons:
You have not choosen a marketing element in the structure tree.
You have choosen a marketing element in the structure tree that does
not allow a direct assignement to the new marketing element.
For example, you can create a campaign directly under a markting plan,
however you cannot create a campaign element.
The selected marketing element is in display mode.
The selected marketing element cannot be changed because of its status.

System Response

The marketing element is not created.

How to fix this error?

From the structure tree select a suitable higher-level marketing
element.
