currently locked by another user.
If the phrases are merged in the background:

SP_PHRASE_COMP_CONT_WHEN_ERROR, the system replaces the phrases that are
not locked in the specification.
+,,If parameter value X is not is specified for environment parameter
SP_PHRASE_COMP_CONT_WHEN_ERROR, the system does not replace any phrases
in the specification.
If the phrases are merged in the foreground, no phrases in the
specification are replaced.
Wait until the lock has been removed and then merge the phrases again.
The system then replaces the phrases that were locked.
When you call the phrase merge function again, select the phrase as the
phrase to be replaced.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
