What causes this issue?

You have assigned a phrase to characteristic &V2&:
That is not a valid <DS:DE.ESEESC_PHRASEID>ESCom phrase</>
That is not assigned a valid ESCom phrase as phrase reference
You may only use phrases for the exchange of ESComXML files that are
permitted for the exchange of exposure scenarios.

System Response

The system transfers the placeholder 9999999999 to the ESComXML file
instead of the invalid phrase of characteristic &V2&.
The placeholder is copied to the ESComXML file.

How to fix this error?

If you want to replace the invalid phrase with an ESCom phrase in your
specification &V1&, change the data for the following value assignment
in the <DS:TRAN.CG02>Substance Workbench</>:

Value assignment instance: &V4&
Characteristic: &V2&
Make sure that the ESCom phrase exists in the active phrase library
(transaction <DS:TRAN.CG12>Edit Phrases</>).
The ESCom phrase must be assiged to the phrase set that is assigned to
the characteristic &V2& (transaction <DS:TRAN.CGAB>Edit Phrase
Set-to-Attribute Assignment</>).

If you want to continue using your phrase, assign a valid ESCom phrase
