    Higer-level section: &V3&.
    The attribute &V1& may <ZU>only</> contain phrases. The characteristic
    &V4& is not assigned phases; the characteristic is <ZU>not</>
    phrase-enabled.

    check if the characteristic &V4& is assigned to a phrase set whenever
    the characteristic is a phrase-enabled charcteristic.
