  • What is the cause and solution for SAP error message CBRC_REGCHECK321 - Regulatory list &1 is currently locked ?

The SAP error message CBRC_REGCHECK321 indicates that a regulatory list (such as a list of restricted substances or compliance regulations) is currently locked, preventing any modifications or access to it. This can occur in various SAP modules, particularly those related to compliance, regulatory management, or environmental health and safety.

    Cause:

    1. Concurrent Access: Another user or process is currently accessing or modifying the regulatory list, which locks it for other users.
    2. System Lock: The system may have a lock due to a previous transaction that did not complete properly.
    3. Configuration Issues: There may be configuration settings that inadvertently cause the list to be locked.
    4. Database Locks: Database-level locks can occur if there are long-running transactions or if the database is under heavy load.

    Solution:

    1. Wait and Retry: If the lock is due to another user, waiting for a short period and then retrying the operation may resolve the issue.
    2. Check Lock Entries: Use transaction code SM12 to check for lock entries. You can identify if a specific user or process is holding the lock and take appropriate action.
    3. Release Locks: If you have the necessary authorizations, you can manually release the lock from transaction SM12. Be cautious when doing this, as it may disrupt other users.
    4. Check for Background Jobs: Sometimes, background jobs may hold locks. Use transaction SM37 to check for any running jobs that might be causing the lock.
    5. Consult with Basis Team: If the issue persists, it may be necessary to involve your SAP Basis team to investigate any underlying system or database issues.
    6. Review Configuration: Ensure that the regulatory list configuration is set up correctly and that there are no settings that could lead to unintended locks.

    Related Information:

    • Transaction Codes: Familiarize yourself with relevant transaction codes such as SM12 (to view and manage locks), SM37 (to monitor background jobs), and SE11 (to check table definitions).
    • User Authorizations: Ensure that users have the appropriate authorizations to access and modify regulatory lists.
    • Documentation: Review SAP documentation or notes related to regulatory management and compliance to understand any specific configurations or known issues.
