    packaging unit (&V1&) and the same label category (&V2&) for one
    material. This is only permitted in the following cases:
    If the validity areas of the data records do not overlap; the validity
    area (country) of one data record may not be the same as that of another
    data record, or be contained in it.
    If only one data record may be specified that does not have a validity
    area. This data record is valid for all validity areas.

    You have specified two data records for one packaging unit and one label
    category and assigned them the validity areas DE (Germany) and REG_EU
    (European Union). This is not permitted because DE is within REG_EU.

    However, you can enter a data record without a validity area and other
    data records with validity areas provided that these do not overlap.
