In the current constellation, you cannot use rate &V2& with fact group

relationship group &V4&).
You have the following options:
Select the <LS>Assignment to a Conditional Rate Allowed</> check box in
the TOU interface.
Assign a different TOU interface, for which the <LS>Assignment to
Conditional Rate Allowed</> check box is selected, to a rate for fact
group &V3&.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
