What causes this issue?

A substitute conditional rate is defined in the rate relationships. A
prerequisite for a substitution is that a separate time-of-use interface
is assigned to the basic rate and the conditional rate for fact group
&V2&. This is not the case for rate &V1&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Specify a rate with an assigned TOU interface, or change the rate
relationships of the current rate relationship group &V3&.
