    When a scenario is downloaded, several RFC functions are called to
    download the components involved (agent groups, and so on). These calls
    are framed by two RFC functions for starting and ending the download
    sequence, which guarantees that the download is complete. If the
    sequence is not ended properly, the objects downloaded cannot be used
    in the active routing process. Start and end points are identified by a
    time stamp.
    When the download sequence was ending, a time stamp was used for which
    there is no start point.
