What causes this issue?

&v1& assets were created and are stored temporarily. The system also
created a distribution rule for each of these assets and for each of
the &v2& source assignments that are specified in the depreciation
terms of the source structure. These distribution rules are created in
the settlement rule of the order or WBS element, and have the
equivalence number 1.
When you save the order or WBS element, the system creates &v1& assets
in the database.
